Dear interested contractors,

The Butte County Fire Safe Council (BCFSC) is soliciting Request for Proposals from up to three qualified contractors to create roadside shaded fuel breaks for the South County Roadside Fuels Reduction Project in the communities of Hurleton, Clipper Mills, Forbestown, and Berry Creek in Butte County, CA. Work will be conducted on public right-of-way and private lands under the oversight of BCFSC.

Contractors may bid on any or all of the three project areas:

  • Hurleton (Stringtown Rd), Exhibit A - up to 16 acres. Hand Cut & Chip, Lop & Scatter, and Hauling.
  • Forbestown (Forbestown Rd) and Clipper Mills (La Porte Rd), Exhibits B1 and B2 - 15.0 acres. Hand Cut & Chip and Hauling.
  • Berry Creek (Bald Rock Rd), Exhibit C - 37.2 acres. Bidders may propose either Hand Cut & Chip with Hauling, or Hand Cut & Pile, Pile Burn (approximately 22.5 acres), Hand Cut & Chip, and Hauling.

Prevailing Wage must be considered when determining costs, as outlined in the full RFP. If the total bid is more than $350,000, a Bidder's Bond in the amount of 10% of the bid is required with the proposal. All bidders must have an active SAM.gov registration. Following the award of the project, the successful contractor(s) shall enter into a contract with BCFSC for the services specified in this Request for Proposals. A contractor submitting a proposal must be prepared to use the BCFSC's standard contract form rather than their own contract form.

Work is anticipated to begin in December 2026 and be completed within 60 to 90 days, depending on weather. This project is funded entirely by federal financial assistance through a U.S. Forest Service Fuels Reduction Grant administered by Butte County Public Works (BCPW). It is designed to create shaded fuel breaks along evacuation routes to reduce wildfire risk, protect watersheds, improve forest health, increase evacuation safety, and help firefighters create safe areas for fighting wildfires.
