Request for Proposals: Prescribed Fire Support (RS-539)

The Butte County Fire Safe Council is soliciting proposals from qualified contractors to provide equipment and crew support for prescribed fire operations on the Plumas National Forest on an as-needed basis through September 2028. Bids are due Friday, October 30, 2026, by 4:00pm.

Dear interested contractors,

The Butte County Fire Safe Council is soliciting Request for Proposals from qualified contractors to provide equipment or crew support for prescribed fire operations on the Plumas National Forest. Work may include any operators and/or hand crews requested by the Forest Service before, during, or after a prescribed fire operation, and will be conducted on Plumas National Forest lands with oversight by the Butte County Fire Safe Council and Forest Service representatives.

Selected contractors will provide prescribed fire support on an as-needed basis through September 2028, with no guarantee of work. No work will be performed without an approved work order from BCFSC. Contractors will be compensated through a fixed daily rate, per diem, and mileage at the current GSA rate. All insurance and certifications must always be current during the duration of the contract. A contractor submitting a proposal must be prepared to use the BCFSC's standard contract form rather than their own contract form. Compensation shall not exceed the "Not to Exceed" amount established within the contract.

Contractors and their employees must possess a current and valid Cal Fire Hired Equipment Card and/or RT-130 Certification. Any hand crews utilized under this contract must meet NWCG Standards for Wildland Fire Position Qualifications. This project is funded by the National Forest Foundation through the 2026 Strategic Projects Initiative.

Timeline:

  • Inquiry Submission Deadline - Any inquiry regarding this RFP must be submitted in writing to [email protected] by Friday, October 23rd, 2026, by 4:00pm.
  • Addendum Response Issuance - Responses will be provided to all bidders via e-mail by Monday, October 26th, 2026, by 4:00pm.
  • Bid Submission Deadline - Bids shall be submitted to BCFSC via email to [email protected] on or before Friday, October 30th, 2026, by 4:00pm.

To submit a proposal, complete the Proposal Summary Form included in the RFP or send the equivalent information by email to [email protected]. BCFSC will select contractor(s) and award contracts within 90 days after the bid submission deadline.
