Request for Proposals: Rim Road Restoration Project

Dear interested contractors,

The Butte County Fire Safe Council is soliciting Request for Proposals from qualified contractors to provide hazardous fuels reduction and forest health services on the Rim Road Restoration Project, located on private lands in the community of Concow in Butte County, CA. Treatment methods include mastication, hand cut, hand pile, and pruning.

The project consists of approximately 212.3 treatment acres across fifteen units. Mastication units A1 through A12 total 175.0 acres, and hand cut and pile units B1 through B3 total 37.3 acres. Watercourse and Lake Protection Zone (WLPZ) buffers totaling 16.0 acres are delineated on the project maps; no mechanical equipment may enter these areas, and all treatment within them shall be performed by hand. All work shall be performed in accordance with the California Forest Practice Rules and the project's environmental compliance documents.

Following the award of the project, the successful contractor shall enter into a contract with BCFSC for the services specified in this Request for Proposals. A contractor submitting a proposal must be prepared to use the BCFSC's standard contract form rather than their own contract form. Final treatment acreage will be calculated by BCFSC staff using a GNSS receiver, and the contract will be issued on a "Not to Exceed" basis.

Work is anticipated to begin in November 2026 and continue until June 2027. This project is funded by CAL FIRE Grant 8GG23607 (Butte County Forest Resilience and Restoration) through California Climate Investments. It is designed to reduce hazardous fuels, reduce erosion risk, and improve overall forest health.
